Software must be used according to the licenses purchased. A single license of development software allows you to use the software only on a single computer, but you can redistribute the runtime files along with your applications on a royalty-free basis, as long as your applications are end-user applications with significant added value. Software components used for Web servers are licensed on a per machine basis (This holds true even when the same software components are also used in end user applications on the same machine).
